Out of Order?

An odd find as we were driving through Savannah, Georgia when we saw this mailbox sealed shut with plastic wrap. At first the verbiage made this sound like the mailbox was something electric/electronic. Perhaps "Out of Service" or "Not in Service" would have been more appropriate?

"Out of order" is a strange phrase on its own. ADQMR is out of order; a vending machine that swallows coins without dispensing product is (choose one: broken, inoperative, malfunctioning), not out of order. Lately I have been feeling the whole USPS is out of order - weekly magazines come on different days of the week, sometimes not at all; "vacation hold" orders result in a few days of hold, a few days of delivery; sometimes the mail is put in the box soon after noon, sometimes as late as 7 or 8 pm. So I am not surprised to see one taped shut. Did you hit a sore spot? Ha ha.
